This guide will show you how to resolve Windows Installer error 1721 when trying to install the ExpressVPN app:

Error 1721. There is a problem with this Windows Installer package. A program required for this install to complete could not be run. Contact your support personnel or package vendor. Action: Uninstall3x, location: C:\Program Files (x86)\ExpressVPN\Uninstall.exe, command: /S"_?=C:\Program Files (x86)\ExpressVPN\""

If you encounter this error, you will not be able to install the ExpressVPN app.

To resolve the issue:

  1. Go to Start > Settings > Apps > Installed apps.
  2. Check if ExpressVPN appears in the apps list. If yes, select More (three dots) > Uninstall.
  3. If ExpressVPN doesn’t appear in the list or can’t be uninstalled:
    • Windows 11:
      • Follow any on-screen prompts or error messages. Windows may suggest steps to resolve the issue.
    • Windows 10:
      • Download and run Microsoft’s Program Install and Uninstall troubleshooter, then follow the prompts to remove ExpressVPN.
      • If the troubleshooter does not download, or the download does not complete, check your internet connection or try a different browser.
  4. Check Start > Settings > Apps > Installed apps again. If ExpressVPN is still listed, select More (three dots) > Uninstall.

The ExpressVPN app is now uninstalled on your device. Download and install the ExpressVPN app for Windows normally.
