There may be several reasons why you are connected via ExpressVPN but still blocked from certain websites such as Facebook.
The browser is misconfigured to use another proxy
These websites may still be blocked because your computer may have the ISP’s DNS servers saved even when using ExpressVPN. To enable access to these websites, you may need to flush your DNS cache.
A bit more explanation for those interested: Some countries configure their DNS servers to purposely return wrong information for DNS lookups of domains that they like to block (ie: for facebook.com). Your computer might temporarily save that information, and still try to use the wrong IPs even when connected to the VPN. To solve this, you can manually clear your DNS information. When connected to the VPN, your computer will then use our DNS servers to do the lookup again.

For most users this automatically occurs when they connect to the VPN, but NOT on some customer's computers. To fix this, you will need to manually update your DNS servers.
